At no time in our history has the field of Emergency Management been so important. Whether a man-made disaster such as 9/11, or an unpredictable natural disaster such as an avalanche or a vicious winter storm, the ability of a community to independently manage a crisis is paramount. Successful communities and agencies responsible for emergency planning need to have developed their people to the extent that the crisis can be managed effectively. Those affected by the crisis will be reliant on this group of knowledgeable professionals for leadership and direction during these highly stressful events.
The Certificate in Emergency Management was developed to train such professionals. It provides the learner with the up-to-date technical and theoretical training required to fulfill the increasing demands of emergency providers.
This certificate program incorporates the fundamentals of emergency management from the initial planning stages through to appropriate and comprehensive response strategies. Specific aspects of emergencies are examined from an operations, logistics and human perspective.
This 15-credit certificate is offered part-time the participants have up to three years to complete the required and elective course work that will qualify them to receive a certificate in Emergency Management. Currently no formal certification exists for emergency management personnel on a provincial level in British Columbia or on a national level in Canada.
The learner's progress is constantly monitored throughout the program. Various methods are used to formally assess the knowledge participant will learn from each course. There is a final assignment due (up to a maximum of three months) after completion of all required and elective courses. The level of achievement in each course and for the final assignment is 70%.
Target Audience
- People involved in Emergency Management or Emergency Social Services;
- First Responders with a background in fire, police or paramedics;
- Employees at all levels of government, private and public organizations with emergency management responsibilities; and
- Individuals interested in the field of Emergency Management.
Key Objectives and Outcomes
The key objectives of the program are to provide practitioners and volunteers with:
- The knowledge and skills to work effectively in the area of emergency management;
- Standards of qualification to support the achievement of competencies in the areas of emergency management; and
- Career development opportunities previously unavailable due to the lack of a professional credential.
Employment Opportunities
With the increased awareness in national security since 9/11 and numerous liability issues being faced by governments and industry, there is a growing market for trained personnel in Emergency Management in both the private and public sectors. Five years ago, most emergency management positions were filled by volunteers. Increasingly, a greater percentage of the positions in the area of Emergency Management are paid.
The Emergency Management Certificate may provide an avenue into the emergency planning functions of federal, provincial and municipal levels of government, regional districts, private and public corporations, the police and the fire service. Individuals with the ability to plan and manage many different types of crises will be instrumental in helping their organization cope with a crisis before, during and after the event.
