The Emergency Management Exercise Design Certificate Program is a professional-level certification for persons involved in developing and implementing emergency management simulations and exercises. Students graduating from this program will have demonstrated extensive knowledge and sound proficiency in all aspects of the five key exercise design phases: Foundation, Design & Development, Conduct, Evaluation, and Improvement Planning.
This 10-credit certificate program incorporates the fundamentals of creating and implementing both discussion-based (e.g., Tabletop) and operations-based (e.g., Full-scale) exercises. This part-time certificate is offered in a flexible delivery model where students have up to three years to complete the required and elective course work. Students will then be qualified to receive a certificate in Emergency Management Exercise Design.
Areas of study within the five key exercise design phases will include:
- Basic concepts of emergency management exercise design;
- Components of a successful exercise program;
- Establishing an exercise design team;
- How to determine exercise scope and objectives;
- Planning for logistical requirements;
- Development of exercise documentation and materials;
- Methods of conduct; and
- Evaluation and improvement planning practices.
Target Audience
This certificate is designed for employees and volunteers working in:
- Local, Provincial, Territorial, and Federal agencies;
- First response agencies;
- Private industry;
- Volunteer organizations; and
- Recovery agencies.
Key Objectives and Outcomes
The key objectives of the program are to provide students with:
- Proficiency in all aspects of the five key exercise design phases: Foundation, Design & Development, Conduct, Evaluation, and Improvement Planning;
- The knowledge and skills to effectively design, deliver, and evaluate emergency management training exercises; and
- The competencies to develop and manage a sound emergency management exercise program.
