First Responder
The First Responder (FR) course is about saving lives.
Participants will acquire the life-saving skills and knowledge to perform patient care to the public until the arrival of the ambulance.
If you, or your organization, may be faced with dealing with a medical or traumatic emergency while waiting for an ambulance to arrive; the First Responder course is for you. Knowing what to do in that first few minutes of an emergency can make a difference between life and death.
A “first responder” is just that – someone who is the first to respond to an emergency. Examples include fire departments, police, safety and security personnel at sporting events, staff in recreation facilities, and staff in special care facilities to name a few.
The School of Health Sciences Paramedic Academy offers both First Responder Provider courses as well as First Responder Instructor/Evaluator courses:
- FRP106 First Responder Provider (includes CPR, AED, and Spinal) Course
- FRIETW117 First Responder Instructor/Evaluator Course
Learning Objectives
First Responder Provider graduates will be able to:
- Perform an organized patient assessment
- Intervene in life-threatening injuries and medical conditions
- Perform First Responder treatments
- Gain knowledge of procedures and protocols
- Record and report patient information
First Responder Instructor/Evaluator graduates will be able to:
- Discuss professionalism in context to the First Responder Instructor program
- Problem-solve common classroom management issues
- Discuss Adult learning theory
- Demonstrate Skills instruction
- Discuss evaluation theory
- Discuss professionalism in context to the evaluation process
- Define and discuss bias
- Discuss evaluation ethics
- Define and discuss competency
- Discuss and demonstrate appropriate evaluation coaching
- Demonstrate examination preparedness
- Demonstrate effective and accurate evaluation documentation
- Determine acceptable performance through the application of the First Responder Evaluator Marking and Grading criteria

Course Offerings
There are two categories of training provided by the JIBC – School of Health Sciences; First Responder Provider training and First Responder Instructor/Evaluator training.
To obtain First Responder Provider training, organizations and individuals can choose from the following three options:
- Tuition courses – individuals can register for scheduled First Responder Provider courses.
- Contract training – The JIBC – School of Health Sciences will work with organizations and arrange all the details of the course and deliver the training where and when the organization wants. Organizations should contact the First Responder Program at: firstresponder@jibc.ca or 604.528.5695.
- First Responder Authorized Training Provider Agreement – This option involves a contractual agreement that will allow organizations to have an “in-house” training system of instructors and evaluators. The Agreement outlines the terms and obligations regarding instructor/evaluator standards, equipment, access to course materials, and administrative fees. Organizations should contact the First Responder Program at: firstresponder@jibc.ca or 604.528.5695.
To obtain First Responder Instructor/Evaluator training, organizations and individuals can choose from the following options:
- Tuition courses – individuals can register for scheduled First Responder Instructor/Evaluator courses.

Evaluation and Certification
Upon completion of the First Responder Provider course (FRP106), you will receive a JIBC – School of Health Sciences Certificate of Completion. This will entitle you for Emergency Medical Assistant licensure in BC.
Upon completion of the First Responder Instructor/Evaluator course (FRIETW117) you will receive a JIBC – School of Health Sciences Certificate of Completion. This will entitle you to teach and evaluate the JIBC First Responder course.
Books and Supplies
Each First Responder course is accompanied by a Student Study Guide.
Prerequisites
- For First Responder Provider training students must be 18 years of age
- For First Responder Instructor/Evaluator training the prerequisite is First Responder licensure for a minimum of one year
