Replacing Fire Fighter I/II, the Full Service Fire Fighter Operations program provides Fire Service members with the knowledge and skills to perform full service fire suppression activities in alignment with the standards set in the B.C. Structural Firefighters Competency and Training Playbook

Full Service Fire Fighter Operations replaces the BC Fire Fighter I/II programs and provides all British Columbia Fire Department members with the knowledge and skills to perform full service fire suppression activities.

Individuals in the program must successfully complete the applicable written examinations and practical evaluations administered by the Justice Institute of British Columbia (JIBC) Fire & Safety Division for the courses based on the NFPA 1001 Fire Fighter II Professional Qualifications Standard that exceeds the minimum firefighting training standard outlined in the B.C. Structure Firefighters Competency and Training Playbook.

Courses are delivered though an in-house training model. Upon completion of the program, the fire fighter is awarded a Certificate of Achievement.

The prerequisite for admission into the Full Service Fire Fighter Operations Program is completion of the Interior Fire Fighter Operations Program.

The Full Service Fire Fighter Operations Program consists of courses in the Exterior Fire Fighter Operations and the Interior Fire Fighter Operations programs and the following five courses:

Program Application Process

STEP 1:
This program is open to Fire Service personnel only. Prerequisites are based on fire department criteria, and students must be registered by their Training Officer or department designate. Please note the following: An application fee of $75 will be charged per student for the level of service training you request (Exterior, Interior or Full Service). If a student is already registered into the Basic, FFI  or FFI & II, this fee will be waived. If a student has already been registered into the Exterior Fire Fighter Operations Program with the intent to train to the Interior and/or Full Service then there is no additional Program fee.

Withdrawal Policy: Non-refundable and non-transferable

STEP 3: 

Once you have submitted your Program Application Form, you can register for your courses. To register for courses, complete the Course Registration Form and submit it to vocationalfftc@jibc.ca.

(If you don’t have a JIBC number for your students, you can still submit the form making sure that you have filled in the DOB field).  

Please allow up to 14 business days to complete the course registration process.

Withdrawal Policy: From the date of a course registration form received there will be a $50 non-refundable administrative fee per student. From the date the student and/or the Training Assistant information is emailed the course fees are non-refundable. Registration/Course fees are non-transferable.

Upon successful registration, Training Officers and firefighting students will receive an email with directions on how to access their courses. Once registered into FIRE-1057, FIRE-1058, and/or FIRE-1059, students will have 12 months to complete the course.

Course registration requests received:

  • Between the 1st and  the 15th of the month, the course start date will be the 1st of the following month.
  • Between the 16th and the last day of the month, the course start date will be the 15th of the following month.

When a student has completed all quizzes in FIRE-1057,  they are ready to take the final theory exam. Please go to Final Theory Examinations below.

Online Final Theory Examination

Online Final Theory Examinations must be requested for each student by the department Training Officer (or department designate) and must be proctored. Students must be registered in the course before Training Officers can request the exams. Students must have successfully completed all FIRE-1057 Knowledge quizzes before requesting the final exam.

Students must achieve a minimum passing grade of 60% on all quizzes and the final theory exam,

Practical Skills Evaluations

Skills Evaluation requests are only available to students currently registred in FIRE-1058.

Stills Evaluations must be requested for each student by the department Training Officer (or department designate) and must be evaluated by a JIBC-certified Evaluator. 

Each student will be required to successfully complete a selection of mandatory and randomly selected skills.

  • Skills Evaluation 1 - Module 1
  • Skills Evaluation 2 - Module 2
  • Skills Evaluation 3 - Module 3

Students must achieve a minimum passing grade of 75%.

Complete and submit the Practical Skills Registration Form.

Transfer Credit from Fire Fighter I or I/II

Fire Service members who have completed the written test and/or practical skill evaulations for specific topics in Fire Fighter I or I/II are eligible for transfer credit into the new Full Service Fire Fighter Operations program. 

A document is available that outlines the eligible transfer credit Fire Service members will receive for each Topic completed in Fire Fighter I or I/II.

Program Completion Certificate

Please note JIBC Certificates of Completion for Fire & Safety Division (FSD) programs are printed and mailed out to graduates on a quarterly basis. Certificates are produced in January, April, July, and October for students who have completed the program in the relevant preceding three-month period. If you do not receive your certificate, please contact FSD at fire@jibc.ca.
