Context / Purpose: 

Justice Institute of British Columbia (JIBC) is dedicated to providing a high quality of education, and high standard of service delivery for students and clients, consistent with the Institute’s mission, vision and commitments. An appropriate code of conduct is necessary to ensure that JIBC create and maintain an environment that is conducive to effective teaching and learning as well as being safe for students, faculty, staff and clients.

Students are expected to make themselves aware of JIBC policies and procedures including standards of student conduct. Lack of awareness of the policy does not excuse a student from responsibility for their actions. JIBC has the responsibility to ensure the policy is easily accessed by all students. 

Whenever possible, instructors and administrators are encouraged to deal with acts of misconduct in an informal manner; this policy is intended to address major concerns about student misconduct.   

Failure by students to maintain appropriate standards of conduct may result in the initiation of disciplinary action by JIBC, up to and including withdrawal from the program and/or suspension from the institution. The range of student discipline measures are outlined in more detail in the related procedures.

Disciplinary measures imposed under this policy may be appealed according to the process described in the related procedures and consistent with the principles of due process and natural justice. 

Policy Statement: 

Honesty, mutual respect and good citizenship is promoted and expected at Justice Institute of British Columbia (JIBC; the “Institute”). Students will conduct themselves in a manner that is respectful of the rights, well-being and property of others and that facilitates an effective learning environment. JIBC will investigate all allegations of misconduct and will apply disciplinary measures as appropriate, up to and including suspension from the program and/or institution. 


This policy applies to student conduct at all JIBC campuses and learning sites and also applies to student conduct off-campus and online where the student is engaged in any activities that are part of JIBC course/program requirements. It also applies to any situations where a student is representing JIBC in any manner.

This policy and related procedures may not apply to conduct more appropriately dealt with elsewhere or addressed by an alternate policy or interest.

This policy does not normally apply:

  1. Where legislation or JIBC’s contracts requires that another process be followed; or
  2. Where another JIBC policy or procedure is more appropriate (e.g., Academic Integrity, Harassment policy). 


Student – Any person accepted to or registered in a program or course at the Institute.

Instructor – The person responsible for directing student learning experiences (may or may not include evaluation)

Dean – The Administrative head of each School

Student Misconduct - Student misconduct means any action by a student that a reasonable person would consider being harmful to the Institute, faculty or staff, the general public, the learning environment, other students, and/or assisting in such behavior. Acts of student misconduct subject to intervention under this policy include, but are not limited to:

  1.  Any activity that violates the Harassment Policy or is behaviour that a reasonable person would perceive to be threatening, intimidating or offensive, or that may endanger the health or safety of other people (e.g.,  students, faculty, visitors,  or staff );
  2. engaging in criminal conduct or other serious misconduct involving the violation of federal, provincial, or municipal laws that is deemed to adversely affect the Institute, its interests, or the teaching/learning environment;
  3. possession for use, manufacture of, distribution of, or sale of illicit drugs on JIBC property or at a JIBC-sanctioned event;
  4. unauthorized possession of firearms, explosives, other weapons or dangerous chemicals on Institute property or at JIBC sanctioned events;   
  5. the unauthorized use of alcohol on JIBC property or at a JIBC-sanctioned event;
  6. disruption of instructional activities, including student conduct which substantially interferes with classroom, online, lab or field activities;
  7. disruption, obstruction, or interference of non-instructional JIBC activities, including but not limited to interference with services, access to services, JIBC events, electronic or social media use,  and access or use of JIBC public and private spaces;
  8. obstruction of the free flow of pedestrian or vehicular traffic on JIBC campuses or at JIBC sponsored events or supervised functions;
  9. abuse or unauthorized use of JIBC buildings, rooms, property or services;
  10. unauthorized use of the name, reputation, or logo of JIBC;
  11. removal of JIBC property from the premises without prior approval from an authorized representative of JIBC;
  12. interference with any JIBC safety and security equipment or procedures, including making, or causing to be made, any false report of an emergency;
  13. dishonest conduct not governed by the Student Academic Integrity Policy, including falsification or misuse of identity cards, institute documents or records, or misrepresentation of any kind to an employee of the institute;
  14. failure to comply with the directions of Institute officials or law enforcement officers in the performance of their duties and/or failure to identify oneself to these persons when requested to do so;
  15. any other behavior which significantly interferes with JIBC operations.

Disciplinary Measures

  1. Warning or reprimand – A written warning or reprimand to the student that can be given with or without other disciplinary measures.
  2. Student Conduct Contract - A formal document specifying conditions of conduct for a defined length of time to which the student must abide and which the student must meet.  Failure to meet the requirements may lead to more severe disciplinary measures. 
  3. Restriction or prohibition of access or use – A denial for a specified period of time, or conditions imposed on a student's right to access  or use  any part or all of the institute’s  lands, equipment, facilities, services, activities , programs, meetings, or events or those held by, on, or in association with the Institute.  
  4. Probation - Probation is a formal disciplinary action by JIBC and becomes part of the student's official record. The student will receive a letter making clear the finding of misconduct, and stipulates the period of time for which he/she is on probation. It gives a strong warning to the student but provides an opportunity to clearly understand JIBC expectation, to learn from the experience and to incorporate the experience into his/her overall development. It may include specific restrictions for student access to JIBC facilities and services and may include other requirements such as additional academic work and/or counselling. It will make clear that further violations under JIBC policy will result in further disciplinary action up to and including suspension from JIBC.
  5. Suspension - Suspension is a formal disciplinary action by JIBC and becomes part of the student's official record. The student is suspended from all academic and extracurricular activities at JIBC and may also be restricted from access to JIBC facilities - normally for a period of not less than one year. The student must reapply for admission at the end of the period of suspension and JIBC may stipulate additional requirements for readmission. Only the President has the authority to suspend.
  6. Discretionary Measure - Any other disciplinary measure that seems warranted under the circumstances (e.g.: letter of apology, service to the institution, etc.)
