Context/Purpose

The purpose of this Policy is to provide direction regarding the awarding of transfer credit towards completion of a credential program at the Justice Institute of British Columbia (“JIBC” or the “Institute”).

Policy Statement

JIBC supports Student mobility by recognizing transfer of credit from other post-secondary institutions where the substance of courses offered in different post-secondary environments is essentially equivalent in terms of content and rigour. 

JIBC is guided by the following principles:

  • In any transfer arrangement the academic integrity of JIBC’s courses and programs must be protected and preserved.
  • Canada does not have a national system of accreditation; therefore, the term “recognition” is used in this document. For the purpose of this policy JIBC “recognizes” the following:
    • Canadian public post-secondary institutions;
    • Institutions that hold membership in the Association of Universities and Colleges of Canada (AUCC);
    • International institutions considered accredited or recognized in their countries, as determined by accreditation reference materials;
    • The Advanced Placement program;
    • The International Baccalaureate diploma program; and
    • Any institution or organization that does not meet the above criteria but which the Registrar’s Office, in consultation with the division, approves for recognition.
  • As much as possible, acceptance of transfer will allow for the maximum recognition of previous learning in university/college level courses.
  • Where institutions request articulation of transfer credit, and are denied, they may request a rationale from JIBC.
  • Courses receiving assigned (direct) credit should be substantially equivalent, allowing for minor deviations between courses, but ensuring that the transfer credit represents authentic equivalency.
  • When JIBC makes changes to its curriculum in ways that will affect the requirements for credit transfer, JIBC shall inform the members of the relevant articulation committee or transfer partner in writing as far in advance of implementation as possible.
  • The minimum grade required for a Student to receive transfer credit for a course is a “Pass” (normally a “P” or “D” as defined by the sending institution).
    • Some programs have minimum grade requirements for courses intended to be used to satisfy prerequisites;
    • Some programs may require a specific course grade for a course to be counted towards a specific credential; and
    • Once registered in a JIBC program, a Student must obtain a Letter of Permission from the Registrar’s Office to take a course elsewhere when using this course towards a JIBC credential. Minimum grade requirements may be applied and would be noted on the Letter of Permission.
  • The granting of credit for a transfer course does not guarantee that the transfer course will meet a particular program requirement. In order to maximize Students’ ability to meet program requirements, whenever possible credit will be granted as assigned credit rather than unassigned credit.
  • Recognition by JIBC of studies completed at a previous institution does not imply, or in any way guarantee, that the transfer credits will be recognized by a third institution. Conversely, JIBC will not recognize transfer credit completed at another institution. Students must submit documentation from the original credit granting institution.
  • Students receiving Block Transfer may still be required to complete additional bridging courses to satisfy lower-level (i.e. 1st & 2nd year) degree requirements, pre-requisites for upper-level (i.e. 3rd & 4th year) course requirements, or a residency requirement.
  • Grades for transferred courses are not included in a Student’s Grade Point Average calculations at JIBC. However, the transfer of credit becomes part of the Student’s permanent record at JIBC as per Policy 3206 Student Records.
  • In some subject areas and for some programs, courses taken over 10 years prior will not automatically be awarded transfer credit. Currency of the subject matter is taken into account and will be processed on an individual basis. The Registrar may request a review from the appropriate content experts through JIBC’s Policy 3202 Prior Learning Assessment and Recognition.
  • Transfer credit will not be unreasonably withheld.
Scope

This policy relates to all transfer credit evaluated and awarded at JIBC.

Definitions

Articulation Agreements – Refers to the development and implementation of agreements that provide for inter-institutional movement of Students or the connecting of two or more educational systems. Articulation is the process used by post-secondary institutions to determine which courses are equivalent to one another. Articulation can be course-to-course analysis or comparison, but can also involve whole programs as Block Transfer equivalencies.

Block Transfer – Refers to credit granted for groups of courses from another institution to be used towards a JIBC credential. Credit granted may be different from the amount of credit available on a course-by-course basis. A block transfer credit agreement may include assigned and unassigned credit. Block transfer is granted solely at the discretion of the receiving institution.

Credit Transfer – Credit transfer is course or program credit that is granted by one post-secondary institution to a Student for completion of courses or programs at another post-secondary institution. Credit transfers may be one-directional or two-directional, and are established through formal or informal articulation processes amongst institutions. Credit transfer is granted solely at the discretion of the receiving institution.

Grade Point Average (GPA) – The GPA is a number representing the average value of the accumulated final grades earned in courses over time. The GPA is calculated by multiplying the grade points associated with the letter or percentage grade assigned for a course by the number of credits assigned to that course, adding those values for all courses taken, and dividing the result by the total number of courses taken. The GPA can be calculated for all courses taken (i.e. cumulative), for a specified time period (e.g. term or year) or for a specified body of courses (e.g. program, level, or subject). Withdrawals from courses, prior learning assessments, transfer credits, and professional training transfer are not included in the calculations. For repeated courses, only the highest grade achieved is used in the calculations.

Official Transcript – The record of a Student’s past academic history. Transcripts are considered official when they are in an envelope sealed by the sending institution. The only exceptions are official translations and transcripts from institutions where retrieval is not possible.

Student – A person the Registrar recognizes as being enrolled in a course or program of studies at the Institute.

Registrar – The registrar of the Institute.
