JIBC is committed to ensuring its programs are of the highest quality and meet the needs of both students and employers. Academic Planning and Quality Assurance (APQA) resides within the Office of the Vice-President, Academic, and is responsible for ensuring the academic quality of JIBC programs in accordance with academic policies and procedures, and in alignment with the Institute’s Strategic Plan, the Ministry of Advanced Education and Skills Training's expectations for post-secondary institutions, and the needs and requirements of professional governing bodies. APQA advises and guides program areas on key processes related to academic quality, including program review, and course and program development, change, suspension, and termination.
Development of new courses at JIBC is evidence-informed and aligned with labour market needs and student demand. The Institute regularly reviews and updates courses to ensure they meet standards of academic quality, and industry and student needs. The process is guided by JIBC’s Policy 3309 Course Development, Change, Suspension, and Termination and Procedure 3309-001 Course Development, Change, Suspension, and Termination.
New program development at JIBC is evidence-informed through labour market analysis, consultation with stakeholders, and quality assurance standards set by the Institute, Ministry of Advanced Education and Skills Training, and professional governing bodies. The process is guided by JIBC’s Policy 3311 Program Development, Change, Suspension, and Termination, and its supporting procedures:
Program review is integral to the continuous improvement of JIBC’s programs. It supports the Institute’s commitment to quality programming that is relevant and responsive, and ensures labor market, industry, and student needs are met. JIBC ensures that all of its approved programs and course programming are current, relevant, and of the highest quality by conducting Annual and/or Comprehensive Reviews. The process is guided by criteria set out by the Ministry of Advanced Education and Skills Training, and JIBC’s Policy 3305 Program Review and its associated Procedure 3305-001 Program Review. All JIBC’s credential programs undergo comprehensive review every 5-7 years.

The Quality Assurance Process Audit (QAPA) is an external review process developed by the B.C. Degree Quality Assessment Board (DQAB). QAPA ensures that public post-secondary institutions periodically conduct rigorous, ongoing program and institutional quality assessment. All B.C. public institutions participate in the QAPA once every seven years. JIBC underwent its QAPA in December 2022, the results of which will be available in Spring/Summer 2023.
